Job Title: Programme Design and Evaluation Lead
Salary: The starting salary is £59,839, which includes allowances totalling £2,928.
The salary is broken down as £56,911 basic salary, which will increase annually until you reach the top of the scale £69,342. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.
Location: NSY, Hendon, Marlowe House- Flexibility is required to attend other education locations as required.
An exciting opportunity has arisen to join our dynamic Learning Solutions Team within Learning and Development as the Programme Design and Evaluation Lead. This role holder is responsible for overseeing the quality and impact of all internal and external learning interventions delivered for our people. This includes defining the benefits of the programmes and overseeing evaluation approach as well as managing the collection and analysis of feedback data to make recommendations for improvement.
This role holder will also lead on the design of new, complex programmes, where end to end learner journeys and design architecture need to be considered and developed, maximising impact for the learner.
Working as part of the Learning Solutions extended SLT, this role holder will work closely with the Head of Curriculum and Head of Content Development to ensure recommendations for improvements are acted on and monitored, and that new programmes are developed to a high standard in a timely manner and in line with business need.
Key Role Responsibilities:
Communications and Working Relationships.
- Third party provider of learning services: attend contract management meetings to oversee quality, via email, phone and meetings. To track progress against quality requirements outcomes.
- Data and Technology Team: working on the close alignment with our learning management system to ensure data is captured and monitored to enable collation of course effectiveness data
- Curriculum and Content Development teams: ensure close alignment with course development and oversight teams to ensure effective programme design and that improvement recommendations are aligned with corporate and national curriculum requirements and are implemented
- Learning Delivery Services: provide dip sampling of courses to ensure training delivery aligns with the requirements stipulated in facilitator guides. Ensure that existing delivery plan is considered in the design of new programmes
- Strategy and Performance: Escalate issues to Strategy and Performance where required and/or bring recommendations back to Learning Solutions for course improvements
- Professionalism and Transformation teams: regular contact with teams within Professionalism and TD to align learning benefits with measurable outputs as covered in cultural assessment index, NMfL benefits, and professionalism legitimacy framework
- Employee networks, Federation and Unions: regular contact to ensure feedback is captured from these key groups on programmes that are live so that recommendations can be fed into improvement plans
- Cross public-sector learning and development teams: linking in with other organisations to understand good practice elsewhere
- Learning delegates: collect data from learners to understand how programmes can be enhanced to maximise learner impact
- Learning business partners: work closely to understand the best evaluation approach and agree benefits of various learning programmes
Key Result Areas
- Work with Professionalism teams to define measurable benefits of the L&D catalogue
- Set evaluation strategy for MPS learning programmes, and manage the delivery of this strategy across all learning programmes delivered for our people, including those developed internally and those purchased from external suppliers
- In partnership with Content Development Team, oversee the intensive collation of feedback over the pilot and test phase of any new programme to ensure it is fit for purpose and meets requirements. This includes ensuring that quantitative and qualitative data is collected from learners and trainers.
- Where complex learning programmes are commissioned with multiple components, lead on the overall programme architecture and design, drawing on others from across learning solutions, existing curriculums, internal and external partners to ensure a coherent programme is developed with a robust evaluation strategy that supports a New Met for London
- Provide subject matter expertise across Learning Solutions on good practice learning programme design and methodologies, including both face to face and e-learning
- Oversee course delivery to ensure the design is fit for purpose on an ongoing basis (e.g. timings, energy and tone are appropriate still), and whether facilitators and trainers require further support to maximise effectiveness
- Make recommendations to the Learning Solutions team for programme improvements
- Role model good practice in programme design, evaluation, quality assurance and course effectiveness
- Line manage staff (if applicable to the business need at the time) effectively
Decision Making
- Set the benefits criteria and evaluation strategy for the entire learning catalogue
- Influence the Met’s ability to deliver A new Met for London, by ensuring learners have high quality learning that feels relevant and ultimately improves take up of key learning solutions to build critical skills and behaviours
- Represent the MPS in external learning forums, sharing good practice and building the Met’s learning brand nationally
