Job Title: Programme Manager - Fleet Services
Salary: The starting salary is £59,839, which includes allowances totalling £2,928.
The salary is broken down as £56,911 basic salary, which will increase annually until you reach the top of the scale £69,342. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.
Location: Marlowe House, Sidcup (The role may require travel to various sites in London)

The police vehicle fleet is an important physical asset. It enables officers and staff to do their job, carries key equipment required, and provides safe transportation for the public / prisoners.
The role of Fleet Services is to keep the Met mobile, ensuring we can detect, respond to, and prevent crime whilst building public trust and confidence. Customers can be broadly grouped into three strategic pillars – Frontline Policing, Met Ops & Performance, and Counter Terrorism / Specialist Operations. Collectively this covers pan London requirements as well as national CT responsibilities.
The overall fleet requirements and volumes are owned and governed by operational leaders at the Strategic Fleet Board. Operational teams are accountable for the volume of fleet required to undertake their roles, and Fleet Services support and enable effective decision making through provision of information and technical / industry knowledge.
As a Programme Manager in Fleet Services your key responsibilities will be to oversee and lead either complex programmes or a portfolio of projects, providing leadership and drive in order to deliver against business requirements and Fleet priorities. We operate a fleet of over 5,200 assets on the road and river, as well as over 1,000 pedal cycles. London is the most complex and diverse city in the UK, and our fleet is reflective of that. We currently have over 220 different types of vehicles supporting all operational commands including armed response vehicles, HGVs, patrol cars, motorbikes and pedal cycles.
Key responsibilities
- Programme / Complex Project Delivery – oversee and lead either complex programmes or a portfolio of projects, providing leadership and drive in order to deliver against business requirements and Fleet priorities
- Lifecycle responsibility - Maintain full lifecycle ownership from initiation, deployment to full implementation within scope, budget and timelines, which meets operational requirements
- Risk & Issue Management - Identify and manage disruption to project / programme delivery in a timely manner and escalate issues through the correct governance channels
- Technical / Policy / Regulation management - Manage corporate road risk by applying engineering principles and construction and use regulations and police exemptions to ensure all vehicle conversions and modifications are safe and technically compliant. Continuously monitor industry fleet developments to ensure Fleet Services is at the forefront of its industry, including legislative and regulatory change
- Team direction and management – Direct and coordinate any resources involved in the programme / projects. Lead project huddles and reviews and assist in the resolution of limitations, shortfalls, conflicts, disputes and negotiations.
- Stakeholder engagement and communications - Lead on the engagement with officers, staff and external key stakeholders to ensure the smooth implementation of projects. Ensure that appropriate communications of all project and continuous improvement outcomes are shared across Fleet Services and the wider MPS
- Reporting - Develop and implement processes for reporting and monitoring programme / project initiatives in line with best practice project / programme governance, including risk management and benefits realisation
- Programme / Project proposals - Write, review and sign off all minor and major programme / project proposals ahead of approval by senior leaders e.g. business cases, PIDs
- Industry changes / methodologies - Monitor programme / project management methodology and industry trends to identify changes in project strategies, tools, techniques and terminology and improve practices accordingly. Drive a sustained culture of continuous improvement, challenging existing standards, exploring new ways of working, benchmarking, good practice, feedback and analysis
- Performance management - Provide line management to certain project managers / project support staff, ensuring they are able to perform well in their roles. Evaluate staff performance and lead and develop comprehensive training plans, ensuring all staff are aware of and able to work to Fleet Management standards. Organise the rollout of training using appropriate methods in line with PDPs, career progression plans and future business requirements
- End customer focus – Ensure teams focus on delivery of excellent service to end customers, and ensure they understand what it is they are ultimately helping to enable through their work
- Financial management – be responsible for the finances of the programmes / projects, ensuring accurate forecasting and managing to budget
- Procurements / tenders – support with commercial processes in order to have the suppliers in place for programmes / projects. Help instil a commercial mindset in all aspects of programme / project delivery
- Supplier Management – where required, promote good working relationships between the MPS and all relevant external service providers, monitoring their performance, participating in contract management meetings, and support any contract changes required
