Introduction

Counter Terrorism Policing North West (CTPNW) is a five-force collaboration delivering Counter Terrorism (CT) services to our regional forces as well as forming part of the national CT Network. CTPNW’s mission is to work together to keep people safe from terrorism.

We are looking for a committed and outstanding individual to fulfil the role of Senior Analyst within the Research and Analysis capability in CTPNW.

Information about the specific role

As a Senior Analyst you will be responsible for a regional team of Researchers and Analysts in delivering strategic or tactical research and analysis and identifying CT threats and vulnerabilities. You will be responsible for direct line management of a group of Researchers and Analysts including all administrative functions. You will also be the primary manager responsible for their tradecraft development and quality assurance of their work. In addition, you will contribute to wider CTPNW business through recruitment, development of strategic business objectives and will be part of the wider intelligence management team. We are looking for an individual who demonstrates excellent research and analytical tradecraft with a positive can-do attitude and great team building skills.

 To do this role you should:

  • Be able to dynamically lead a team of Researchers and Analysts, ensuring they work cohesively together to deliver high quality research and analytical products, and hold accountability for their performance.
  • Be confident to engage with and influence customers at all levels to ensure research and analytical products or services utilise the capability effectively and efficiently.  
  • Attention to detail is paramount. Quality Assurance of research and analytical products and services is integral to this role, to ensure that assessments are clear, accurate and all avenues have been explored in the pursuit of quality analysis that goes beyond the facts to assist decision makers.
  • Be able to set and maintain standards for your team and be passionate about the development of staff, keeping them working to regional and national standards to ensure consistent service, and successful achievement of IPP/career regrades.
  • Be capable of seeking out and implementing the use of innovative techniques and enable collaboration with partners to ensure we are delivering effective research and analysis to protect the communities from terrorism.
  • Have a clear understanding of the role of intelligence research and analysis and have the ability to advocate for the function and all associated processes to improve customers and partners understanding of the research and analysis capability.
  • Be able to liaise with key senior stakeholders clearly and confidently at both a regional and national level, with the ability to represent CTPNW Research and Analysis on behalf of the Head of Analysis where required.  

The role works to the flexi policy and although based in Lancashire, you will be expected to travel around the NW region to attend meetings / manage staff at multiple sites. The role requires access to the most sensitive intelligence material daily and applicants must hold, or be prepared to undergo, National Security Vetting at Developed Vetting level before taking up the post.

If you are successful in applying for this post and are a member of police staff at a police force currently that is different to Lancashire Police, you will be required to resign from your current force and take up a contract of employment with Lancashire Police. UK Nationality 

You must be a UK National to work for CTPNW. In approved circumstances dual nationals (of which one element is British) may also be considered. For the purposes of safeguarding national security, applicants will be required to hold or acquire the appropriate national security vetting clearance. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and therefore will not be able to perform their duties.

Vetting Requirements 

This is a designated post under the Force Vetting Strategy and the post will therefore applicants must hold or be prepared to undergo National Security Vetting (NSV) level before taking up the post.

For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

 As at 1st April 2022, the HR Secondment Model was implemented for all posts at CTPNW.  This means that all officer and staff posts that are based in Cheshire, Cumbria, Lancashire or Merseyside, are seconded to CTPNW c/o Greater Manchester Police.
