Salary: £54,879 – £58,455 ▪ Grade: 9

For this role, we are looking for the successful candidate to work 3 days totalling to 21hrs 54 mins per week. The days will be Wednesday, Thursday and Friday.

Counter Terrorism Policing (CTP) is a collaboration of UK police forces working with the UK intelligence community to help protect the public and our national security by preventing, deterring and investigating terrorist activity.

The role

Are you a dynamic individual with a passion for delivering positive change and improvement to service delivery? 

We are looking for an efficient and self-motivated individual to join our Strategy and Direction team managing organisational change and improvements that provide benefits to the CTU’s mission and strategy. 

The role holder will be responsible for the day to day running and delivery of allocated WM CTU business change and improvement projects, resulting in the successful delivery of the required business benefits.

This will involve the design, planning, co-ordination, facilitation and monitoring and reporting of change projects; developing the capability required to embed service improvement tools and techniques.

Responsibilities

  • To define and agree priorities for business requirements for West Midlands CTU, recommend appropriate solutions and prepare specifications required for those solutions. Obtain Senior Responsible Owner (SRO) and/or Project Owner acceptance of proposals to meet their needs.
  • To actively engage with the Project Owner, SRO and other stakeholders during the course of a project and communicate effectively on project deliverables to ensure they are well received by the recipients of the change and that the project is successfully delivered and benefits realised.
  • To apply relevant project, change and improvement standards in order to ensure that projects and initiatives are defined, governed and managed in a consistent manner across the organisation.
  • To implement agreed solutions, ensuring compliance with the Force’s and CTP’s design principles, in accordance with Project and Change Management standards and methodologies.
  • Work within an allotted budget and monitor spends, make appropriate adjustments within agreed limits in order to see the project through to successful conclusion.
  • To manage the work and priorities of the Project Team throughout the project lifecycle, defining appropriate products, standards and timescales, to ensure that the project delivers quality products to time and within budget.
  • To advise Project Boards, resolve issues and recommend corrective action as appropriate so that projects are sustained and implemented, working within the agreed decision-making process/project governance arrangements.
  • To prepare project, change and improvement documentation, using the agreed methodologies, associated toolkits and guidance. Setting out the objectives, plan, costs and performance measures to ensure that work is carried out in a timely and effective manner and to meet budgets and deadlines where applicable.
  • If appropriate, to prepare invitations to tender and manage the tender process through to successful completion to ensure that WMP gets value for money and services/resources secured are relevant and represent good practice.

  • The posts are dependent on the preferred candidate being successfully vetted.

Desirable

  • Experience of managing projects within a public sector environment.
  • Managing multi-skilled teams operating in a matrix management environment 
  • Managing senior stakeholders including SROs, Executive Teams.
  • Excellent commercial acumen. 
  • Ability to lead multi-disciplinary and multi-agency groups to achieve the optimum outcome for all parties. 
  • Ability to set plans at a strategic level incorporating aggressive timescales and manage to successful completion.

Security Clearance

⚠ This post requires British nationality (some dual nationalities may be ineligible) and Enhanced Security Check clearance with the willingness to undergo Developed Vetting when in post. You will need to undergo additional security clearance checks, with the offer of employment being conditional on obtaining all of the necessary security clearances.

There are limitations on travelling to a small number of countries once in post.
