Salary: The starting salary is £90,336, which includes allowances totalling £2,928.
The salary is broken down as £87,408 basic salary, which will increase annually until you reach the top of the scale £96,341. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Job Summary
Working within the Counter Terrorism Policing Headquarters (CTPHQ) Technology Pillar, the ICT Programme Manager will be responsible for the successful delivery of National and/or London Region Counter Terrorism Policing ICT programmes and large, complex and major Technology projects.
The post holder will work flexibly and delivering IT solutions into the DDaT and Change portfolios as required by the CTPHQ Head of Technology and may work on, or provide oversight of, multiple programmes/projects at any time depending on the scale and complexity. The post holder may also work on collaborative / joint programmes with our CT partner agencies.
The Programme Manager will work closely with other Programme Manager(s), Head of Delivery, the Head of ICT, the ICT SLT, Senior Responsible Owners (SROs) and Project Executives, Programme Directors (for significant programmes) and other CTPHQ Unit Heads, e.g. Head of Strategy and Head of Finance. The Programme Manager will be, as is normal practice, responsible for establishing an appropriately scaled and costed delivery team. In time of high demand, the Programme Manager may work with and acquiring other external contractors, contingent labour and consultancy services to support work demands. In their role as Programme Manager a dedicated Programme Management Office, as well as other enabling support such as benefits and change managers, may also support them.
The Programme Manager will take a proactive role in recognising where intervention is required to enable successful delivery of the outcomes for their programme(s). They will demonstrate a strong ability to identify and understand strategic linkages; they will also provide expertise in the delivery of programme and project management methodology and work with operational stakeholders to ensure effective delivery. The post holder will identify key issues and work in partnership to resolve them.
The Technology Pillar operates to a matrix management model so as a Band S Programme Manager the post holder will directly line manage a number of Band L Senior Project Managers, Project Managers and other key ICT resources required to deliver projects.
A programme manager is accountable for the delivery of complex projects, programme, products and services that are delivered by multiple teams or have high technical or political risk.
At this role level, you will:
- manage dependencies of varying complexity, potentially planning and feeding into larger programmes and portfolios
- remove blockers and manage risks, commercials, budgets and people
- balance objectives and redeploy people and resources as priorities change
- have an in-depth knowledge of Agile and other methodologies
- be responsible for understanding, managing and communicating to complex stakeholder groups, balancing priorities
- be the initial escalation point for the programme
- have an awareness of the bigger picture
- support the programme director by overseeing the delivery of their vision for the programme
- support and coach project/delivery managers
- have a strong understanding of the service design and transition skillset
Skills
- Excellent managerial and leadership skills.
- Strong situational awareness, able to tailor style and approach to a variety of situations, and comfortable of working with a degree of ambiguity or uncertainty.
- Ability to self-task based on strategic direction, ensuring the delivery of the given scope of work of their programme(s), on time and to budget in accordance with the programme plan.
- Strong negotiating and influencing skills at a senior level, geared to deliver outcomes.
- Strong communication skills, both verbal and written, and stakeholder engagement skills including experience in developing briefings for senior management.
- Ability to communicate with staff at all levels across the organisation, at both the strategic and tactical level.
- Strong business acumen and situational awareness. Analytical and problem solving skills required to troubleshoot programmes.
- Highly organised and able to meet demanding deadlines in a pressured environment.
- Strong IT skills in the use of Microsoft Products, including project / programme management software (e.g. Microsoft Project).
- Knowledge and experience running ICT delivery projects and programmes.

Key Result Area
Key Tasks
The post holder will be required to do the following:
- Management of staff: undertaking all relevant line management activities (e.g. performance management and review, career pathway development, attendance management); providing leadership, advice and support to direct reports; develop individuals and staff to establish a highly performing team and therefore the successful delivery of performance objectives.
- Tangible contribution to the continuous improvement of the CTP Technology Pillar and its related performance, as defined by annual individual Personal Performance Development Review (or equivalent as applicable).
- Successful delivery of programme and projects in the area under the post holders remit
Vetting
This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.
This post requires British nationality (some dual nationals may be ineligible) and an Enhanced Security Check (eSC)/Developed Vetting (DV) clearance.
As the post holder will have access to very sensitive information, there are limitations on travelling to a small number of countries and we will undertake additional security checks as part of the recruitment process.
