Job Title: MPAA Finance Manager
Salary: The starting salary is £38,926, which includes allowances totalling £2,928.
The salary is broken down as £35,998 basic salary, which will increase annually until you reach the top of the scale £38,523 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.
Location: Kilburn
The main purpose of the MPAA Office is to:
1 - Promote MPAA sporting activities, including the 40 MPAA Sports Sections within the Metropolitan Police Service (MPS); and
2 - Oversee all matters in relation to the Metropolitan Police Athletic Association (MPAA) and the Metropolitan Police Football Club (MPFC) Lottery.
The Lottery is regulated by the Gambling Commission and pays prize money weekly, including monthly jackpots and two six monthly super-jackpots. The MPAA must comply with the Commission’s policies and procedures and the proceeds from the Lottery are used to provide funding assistance to the 40 Sports Sections of the MPAA.
The MPAA Office comprises the following three roles:
- MPAA General Manager, Band C
- MPAA Finance Manager, Band D
- MPAA Lottery Manager, Band E
The role of the MPAA Finance Manager is to:
- Oversee and process all financial matters in relation to the MPAA and the MPFC Lottery; and
- Provide support to the MPAA General Manager, advice and guidance to the 40 Sports Sections of the MPAA and the MPAA Finance Committee and assist in the general day to day running of the MPAA Office, including the management and development of the Lottery Manager.
There is a requirement to work from the MPAA Office at Kilburn Police Station a minimum of 3 days a week in this role.
Key responsibilities of the role include:
- Managing the five MPAA and Lottery online external bank accounts, transferring funds and payments as required, including funding claims, expenses, payments to Lottery winners and the monthly transactions of the Lottery proceeds payable to both MPAA and MPFC;
- Being registered as a Lottery key post-holder with the Gambling Commission (this requires an external vetting process by the Gambling Commission);
- Ensuring the Lottery operates within the requirements of its Licence granted by the Gambling Commission;
- Providing a monthly and an annual online Lottery return to the Gambling Commission;
- Ensuring the Lottery’s rules are updated when required by the Gambling Commission and are available for all subscribers to view by all means possible, including on both the MPAA’s Intranet site and MPFC’s external website;
- Liaising with the Gambling Commission regarding ad hoc inspections when required;
- Ensuring the Lottery’s Standalone Computer System is fit for purpose and maintained, including liaising with the external company that supports the System;
- Overseeing and witnessing the weekly computerised Lottery draws;
- Ensuring the Lottery winners are correctly identified and are subscribing;
- Ensuring all new Lottery subscribers are inputted correctly onto the Lottery Computer System and are sent appropriate welcome emails as required by the Gambling Commission;
- Ensuring the weekly Lottery winners are correctly displayed on both the MPAA’s Intranet site and MPFC’s external website;
- Managing the Annual Budget process of the MPAA’s 40 Sports Sections, ensuring budget requests are submitted correctly and on time for presentation to the MPAA Finance Committee;
- Processing financial claims from the MPAA’s 40 Sports Sections, ensuring they fall within the funding guidelines of the MPAA, stay within their agreed budgets and determine which claims need to be referred to the MPAA Finance Committee for further consideration;
- Liaising with the MPAA’s 40 Sports Sections, providing advice on how to manage their finances and present their accounts for auditing purposes;
- Arranging online financial transactions to the MPAA’s Investment Portfolio;
- Dealing with all financial transactions in respect of the MPAA (IC Lease) Limited Company, including the quarterly transactions to Imber Court Sports Club and MOPAC;
- Inputting all financial transactions made on behalf of the MPAA and Lottery onto the External Sage Financial System, reconciling the transactions on a monthly basis and submitting returns to the MPAA External Accountants;
- Ensuring the MPAA and Lottery financial information, records and processes are accurate and retained in accordance with the current financial regulations and data protection rules;
- Assisting with the Annual Audit of the MPAA and Lottery by External Accountants, providing relevant information as required;
- Ensuring the information shown on the MPAA’s Intranet site is accurate and up to date, publicises sporting events and Lottery results and displays the relevant financial information that is a requirement of the Lottery Licence;
- Giving presentations about the MPAA and the Lottery to new recruits at Hendon and other departments within the MPS when required;
- Assisting in arranging the MPAA Annual General Meeting, the Annual General Purposes Committee Meeting and the twice yearly Council Meetings;
- Assisting in arranging the MPAA Life Members twice yearly lunches;
- Ad hoc duties as required, such as ordering office supplies externally, presentation certificates, plaques, ties, frames, memorabilia, medals and arranging engraving when needed;
- Deputising for the MPAA General Manager when required, including representation at various Meetings; and.
- Providing cover for the Lottery Manager when needed.
