Following the implementation of the New Ways of Working Modernisation Programme, West Midlands Police (WMP) are continuing with the implementation of the revised 2023 Estates Strategy, focused on delivering a modern and flexible force-wide estate, supporting the delivery of the Force Operating Model launched in April 2023.
We are seeking a Strategic Business Partner to join our existing team and play a pivotal role in supporting this change, whilst ensuring that a suitable working environment to support day to day operational business is maintained.
You will report to the Estates Strategy Delivery Manager, Corporate Asset Management (CAM), however working largely on your own initiative without direct supervision you will be responsible for primarily identifying the estate requirements of West Midlands Police. There will also be the need to work closely with the CAM Strategic Leadership Team to enhance the CAM Strategic Business Partner role to include the wider CAM portfolio (Fleet Services, Facilities Management and Property Services).

Specific Role Purpose
- Act as the Strategic interface between Corporate Asset Management (CAM) and all organisational stakeholders, ensuring the delivery and embedding of the Estate Strategy Programme of work and West Midlands Police (WMP) Projects whilst influencing business strategy in line with WMP plans and ambitions.
- Provide strategic CAM consultancy to support the development and delivery of the Force Operating Model and Local Policing Area (LPA) Plans underpinning the delivery of the WMP Police and Crime Plan, enabling the delivery of a policing service that works for local people.
- Build strong, professional, credible and lasting working relationships with senior leaders across the Force, whilst forging collaborative partnerships with other public sector bodies and external agencies.
- Establish, maintain and regularly review policies and standards for the use of CAM assets within Property, Estates Management and Fleet Services.
Key Responsibilities
Strategy
- To support the development and implementation of the Estate Strategy Programme of works, which underpins the delivery of the Police and Crime Plan and contributes towards achieving our Environmental targets, supporting a policing service that supports local people.
- Responsibility for long term financial planning in liaison with Property, Estates Management and Fleet Services and the Building Portfolio Board to deliver improvements and cost savings through efficient financial management against a multi-million-pound budget
Stakeholder Relationships
- Determine the CAM portfolio requirements of the organisation by acting as gate keeper between senior end users and Property, Estates Management and Fleet Services to formulate a comprehensive statement of business needs with alignment to the Force Estates strategy.
- Play a leading role in the negotiation, implementation and delivery of identified opportunities for partnership working with external bodies in regard to the provision of CAM services.
- Active membership of all relevant WMP Strategic boards presenting proposals for amendments to policies, standards or procedures for sign off and business cases for discussion and approval.
- Work with senior users to ensure that there is effective communication and understanding around local issues as a result of implemented changes to the Force Strategy.
Culture and Values
- Act as ambassadors to support the cultural and organisational change initiatives within WMP.
- Take a leading role to embed WMP Vison and Values.
- Serve as a key liaison, connecting the elements of the Police and Crime Plan with the Estates Strategy, and provide senior leaders with recommendations on how to enhance business delivery in this area aligned to their local policing priorities.
CAM Operational Delivery
- Provide Strategic and Operational leadership on projects as required, e.g. refurbishments, re-provisions and relocations.
- Provide business led guidance to end users of Property, Estates Management and Fleet services, to ensure adherence to policies and standards and to support operational and business change.
- Establish service levels for all estate, fleet, and facilities management services, and obtain approval from the Strategic CAM Board for any demand-driven deviations from these levels.
- Review and Challenge CAM based demands and business cases from senior end users that do not conform to the agreed policies and standards. Commit to regular discussions to ensure that all such requests are realistic and affordable from the outset.

Desirable
- Recognised business qualification to degree level or proven experience of the role
- Understanding of project management & RIBA construction processes

Hours of Work and Flexibility
This role will be based at Lloyd House, Birmingham.
The post holder may be required to travel to different locations across the West Midlands region.
They will attend Lloyd House or Logistics Centre as required for face to face meetings or collaboration activities, and check in regularly with their line manager as required.
The post holder may wish to work from alternative locations to suit the task at hand.
Attendance will be flexible hours Monday to Friday to meet the needs of the business.
The post holder may occasionally be required to work outside normal hours to support operational demand.

Vetting
Successful applicants will be required to pass Management Vetting and Security Clearance scrutiny prior to commencing their role, this will include a full background & financial disclosure as part of the vetting process.
Probationary Policy:
