Job Title: Senior Operations Manager - Paragon
Salary: The starting salary is £59,839, which includes allowances totalling £2,928.
The salary is broken down as £56,911 basic salary, which will increase annually until you reach the top of the scale £69,342. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.
Location: Paragon Workshop, Belvedere (The role will require travel to various sites in London)
The police vehicle fleet is an important physical asset. It enables officers and staff to do their job, carries key equipment required, and provides safe transportation for the public / prisoners.
The role of Fleet Services is to keep the Met mobile, ensuring we can detect, respond to, and prevent crime whilst building public trust and confidence. The complex needs of modern policing requires a wide range of vehicle types. We operate a fleet of over 5,200 assets on the road and river, as well as over 1,000 pedal cycles. London is the most complex and diverse city in the UK, and our fleet is reflective of that. We currently have over 220 different types of vehicles supporting all operational commands including armed response vehicles, HGVs, patrol cars, motorbikes and pedal cycles.
Customers can be broadly grouped into three strategic pillars – Frontline Policing, Met Ops & Performance, and Counter Terrorism / Specialist Operations. Collectively this covers pan London requirements as well as national CT responsibilities.
The overall fleet requirements and volumes are owned and governed by operational leaders at the Strategic Fleet Board. Operational teams are accountable for the volume of fleet required to undertake their roles, and Fleet Services support and enable effective decision making through provision of information and technical / industry knowledge.
Key responsibilities
Individuals in these roles will take on some of the below responsibilities as roles will be tailored based on business needs / responsibility areas etc.
- Leading Workshop Team – Lead day-to-day running of a workshop including managing workshop supervisors and where required Technicians / Engineers, Stores staff and Admin staff.
- Maintenance and Repair – Ensuring all vehicles under the management of the facility are maintained to the correct schedule and within the set time parameters; ensuring that all maintenance repairs are carried out to the correct MPS and technical standards and managing a quality inspection programme to monitor the quality standard. Ensure the correct maintenance procedures are implemented in accordance with manufacturers’ guidelines, providing technical guidance where necessary to ensure individuals can perform to their best
- Performance management – Line management responsibility for a set number of individuals. Undertake performance management of all service areas to ensure processes are working effectively; identify, analyse and take action on issues and implement review points to improve performance when appropriate. Work with key suppliers and manufacturers to build and maintain effective relationships and manage KPI achievement against SLA’s. Identify failure demand and signs of process waste and implement new processes to support continuous improvement
- Workshop contracts – help to prepare for and evaluate tenders/procurements for workshop contracts
- Workshop office – oversee the daily operation of the workshop office, liaising with colleagues and customers as required in person, e-mail and by telephone. Support the team so they can provide an excellent customer service.
- Financial management – help to manage overall budgets in the workshops area, reviewing spend reports, updating on expected forecast spend, and ensuring any issues are investigated promptly.
- Parts / Stores – work with the teams to deliver the right stock and parts holding for the workshops, making sure they are at sustainable levels to conduct all planned and unplanned activity
- Office Management / Compliance – Take a leadership role in overall compliance and office management across core workshops, ensuring that all workshops are performing in line with expectations
- Parts / Stores – Lead the team of three Stores Managers, ensuring that performance is at or above expectations across our teams and making sure that we are working effectively with the overall parts management approach
- Staff training and development – Review current staff training and development positions and ensure that the team are developing in line with expectations, support supervisors and individuals to get bookings in place where required
- Site Management – Support with overall site management, acting as Building Security Officer (BSO) where required – supervising, reporting and implementing any issues to do with building security. Provide wider Fire Safety and Health & Safety roles as required. Ensure the site is a safe, well maintained and available site.
- Procurements / tenders – support with commercial processes in order to have the goods and services in place for the workshop. Help instil a commercial mindset in all aspects of workshop operations.
- Supplier Management – where required, promote good working relationships between the MPS and all relevant external service providers, monitoring their performance, participating in contract management meetings, and support any contract changes required
- Regulations / Legislation / Procedures – Maintain working knowledge of all that applies in the workshop, and ensure that these are in place across the workshop
- Provide cover for other workshops – cover other Operations Manager roles at other workshop sites due to leave, training or sickness
- Policy / Guidance – write and implement policy / guidance within challenging, complex and sensitive areas of business, devising joint working practices with specific MPS business units. Develop and oversee an enhanced security culture (Trinity only)
- Technical safety – responsible for technical safety aspects during Covert vehicle purchase to ensure that fit for purpose, safe and financially viable assets are purchased for the covert fleet (Trinity only)
- Vehicle Replacements – responsible for the DPS vehicle replacement programme, ensuring that all assets are replaced in a timely manner with the correct fit for purpose requirements, and covertly purchased / converted and put into service (Trinity only)
