Job Title: Senior Performance Analyst

Salary: The starting salary is £47,060 which includes allowances totalling £2,928.

The salary is broken down as £44,132 basic salary, which will increase annually until you reach the top of the scale £52,652 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Location: Lambeth, Sidcup, Victoria Embankment

 

Performance & Insight:

Is the new performance function within MO that has the remit of delivering Performance and Insight across the MPS. The unit reports to the Director of Performance & Insight and Assurance and has been created to deliver analytical support across the organisation, through the New Met for London plan and Management Board commitment to make the MPS the data driven organisation. This means treating our data in the same way we treat our people, methods and technology; as a strategic asset.

The Performance & Insight function currently covers the following areas:

  • Community Focus (Basic Command Unit level) analytical support
  • Victim and Vulnerability (Public Protection) analytical support
  • Serious Organised Crime analytical support
  • Strategic Performance Management (Corporate Governance) analytical support
  • Demand Resourcing analytical support

As a Senior Analyst in the Performance & Insight team, you will work with the Lead Analyst to develop and implement approaches and frameworks that underpin and enable the organisation to understand emerging risks and opportunities.

You will provide relevant, high quality, insightful analysis to steer organisational direction, inform decision making at all levels, provide assurance and drive continuous improvement with a clear evidence base.

As the Senior analyst in you will work to the Lead Analyst who is accountability for creating a service improvement framework and ensuring emerging best practice and initiatives are embedded effectively across the MPS.

You will:

  • Manage stakeholder engagement at all levels of the organisation from Chief Inspector ranks up to and including Deputy Assistant Commissioner and police staff equivalents to convey key performance narratives and develop performance metrics to support operational elements of the business.
  • Assist in developing performance product to deliver service improvement initiatives from identification to full development and ensure they improve operational effectiveness.
  • Provide expert advice and guidance to Lead Analysts to support the development of the MPS internal service improvement frameworks. This will include establishing a consistent methodology for identifying and supporting opportunities for business and process improvement.
  • Manage a team of analysts as they develop and implement analytical products in support of MO14 objectives.
  • Build and maintain effective internal relationships with senior officers, staff and external stakeholders to ensure we understand their needs and deliver the right products.
  • Embracing change and providing the drive to continuously improve data services.

Knowledge, Skills and Experience

Strategic perspective:

You will need to have a good understanding of:

  • The strategic environment within which the MPS operates and its governance arrangements including strategic vision, objectives, decision making framework and oversight processes.
  • The performance environment at corporate and business group levels and what this means for operational policing.
  • Performance processes and how these should operate in a policing environment.

Communication and Leadership:

You will need to have the ability to:

  • Build strong working relationships with colleagues and peers internally and externally.
  • Influence decision making through challenge and insight, recognising and escalating complex and sensitive issues.
  • Be self-motivate to achieve results and develop in the role.
  • Lead small teams, develop, prioritise and task resources and provide motivation to deliver a professionalised service.

Analytical and reporting:

You will need to:

  • Have a good knowledge of the data held in Met systems and how to build queries to extract data, based on specific requirement.
  • Ideally have the ability to manipulate and arrange large volume datasets (up to a million records) using available software.
  • Analyse and interpret diverse and often complex sets of information both operational and non-operational to create high quality products using available technology.
  • Use a range of recognised quantitative and/or qualitative analytical tools and techniques.
  • Develop improvement recommendations based on analytical findings.
  • Deliver timely, high quality insightful products, utilising available technology to create effective reports relevant to senior audiences.
  • Convey strategic data and findings both in writing and verbally in a meaningful and comprehensive manner to senior leaders, staff and external stakeholders to support corporate and operational priorities and inform board decision making.

Planning and organising:

You will need to:

  • Have good time management and be able to plan to deliver required outcomes.
  • Be able to meet demanding deadlines in a pressurised environment and manage a diverse workload.
  • Effectively manage tasking to ensure the effective allocation of resources across the unit.
  • Have the ability to organise and facilitate meetings and workshops across all levels including senior colleagues, practitioners and external stakeholders to elicit information and agreement from audiences of varying backgrounds.

Communications and Working Relationships

Stakeholder engagement:

Internal stakeholders: participation in meetings up to and including DAC/Director level.  You will be expected to:

  • Develop and maintain effective strategic relationships with internal stakeholders and provide insightful influence, challenge and negotiation to influence decision making to ensure delivery of effective services.
  • Understand and discuss customer requirements and establish clear terms of reference, recognising complex issues affecting multiple business groups/units and take action to resolve conflict and remove barriers.
  • Influence senior leaders to adopt corporate insight and data products to drive standardisation, enabling efficient analysis of information.
  • External stakeholders: attendance at external meetings and less formal communication with other external stakeholders including Other Forces and Law enforcement agencies; NPCC, MOPAC, College of Policing, academic institutions and other partners in order to share best practice.  You will be expected to:
  • Establish and uphold effective two-way professional relationships with external stakeholders, define clear objectives, share good practice and promote collaborative working across joint ventures.

Effective relationships

Regular contact with the team to set objectives, discuss taskings, provide updates on progress, seek advice and raise concerns/escalate issues.

You will be expected to:

Note: You may in addition be required from time to time to undertake additional duties necessary to meet the needs of the Met; such duties to be commensurate with the responsibilities and grading of the post.

  • Working with operational leaders to identify the necessary requirements ensuring that performance and impact are monitored, managed and continuously improved, disseminating best-practice where necessary.
  • Deliver required services to the Organisation through the provision of high quality guidance and insightful analytical products that enable leaders to understand the performance and risk environment in which they are operating and inform their decision making.
  • Deliver a horizon scanning approach to ensure emerging risks and opportunities are examined in a timely manner to support strategy setting and planning.
