Job Title: Governance Manager - Strategy, Performance, and Planning - Counter Terrorism Policing HQ

Salary: The starting salary is £47,060, which includes allowances totalling £2,928.

The salary is broken down as £44,132 basic salary, which will increase annually until you reach the top of the scale £52,652.  Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Counter Terrorism Headquarters (CTPHQ) is an ever-changing place – and you’ll have a bird’s eye view. As Governance Manager, you’ll oversee everything that happens in Counter Terrorism Policing (CTP), from the most urgent and pressing operational matters to strategic risks and emerging developments. You’ll be joining CTPHQ’s Strategy, Planning and Performance (SPP) team – the strategic brain of the CT network. It provides strategic direction, performance insight and stakeholder engagement right across CT. This includes the Government’s Counter Terrorism Strategy (CONTEST) as well as other crucial areas of national security. You’ll be based at the heart of all this, delivering some of the most important forums and meetings in Counter Terrorism Policing.  

As Governance Manager, you will play a leading role in engaging and building relationships with a range of stakeholders in government, policing and the intelligence community, in the UK and worldwide. Supporting the Governance team, you’ll see that they deliver key governance meetings such as the Ministerial Oversight Group.

Day to day, you’ll collaborate with colleagues to identify meeting priorities and integrate them into meetings. You’ll also provide a high quality secretariat function, reinforcing the basics of good governance such as the taking of accurate minutes and actions.

To excel in this role, diplomacy is essential. You must have proven skills in this area and good political awareness. We’re also looking for the ability to collaborate with a wide range of people at all levels, so you need to be adept at nurturing links and relationships. Job Summary

This role is working in Counter Terrorism Policing Headquarters (CTPHQ) within the Strategy, Planning & Performance (SPP) team as a Governance Manager. SPP act as the strategic brain of the CT Network. We are responsible for providing strategic direction, performance insight and stakeholder engagement for the national CT Network. We work across all areas of the UK Government’s Counter Terrorism Strategy (CONTEST) as well as other key areas of national security that CTP have a remit for. The successful candidate will play a leading role in the delivery of stakeholder engagement and building successful relationships between CTP and our key partners in government, policing, intelligence community and across the world.

Key Tasks

  • To support the governance team in the delivery of key governance meetings including CTP’s Executive Committee, Counter Terrorism Coordination Committee, Management Committee and Ministerial Oversight Group.
  • To work closely with internal stakeholders, including private offices, senior leaders and partners across policing to identify key meeting priorities and actions and ensure these are delivered effectively and on time.
  • To work alongside colleagues from the policy, governance and performance teams to integrate key policy priorities into governance meetings and to steer these through governance processes.
  • To provide a high quality secretariat function – including the ‘nuts and bolts’ of good governance including the taking of accurate minutes and actions and ensuring these are driven through the right processes in a transparent and accountable way.
  • To provide input into and assist the delivery of the ongoing governance reform programme which seeks to improve and enhance CTP’s governance processes.
  • To identify opportunities to benchmark CTP’s governance against other organisations in the public and private sectors and to build best practice.
  • To develop and nurture working level relationships with key partners including the Home Office, other Ministerial bodies, MOPAC and the Metropolitan Police.
  • To provide resilience and support to the governance team in facilitating high-level meetings including note taking and driving forward actions.
  • To provide rotational support to the weekly CTP letter and on-call functions as appropriate.
  • To provide resilience to the wider SPP team particularly in crisis response, and as appropriate for senior Letter writing and on-call responsibilities. .

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post. 

This post requires British nationality (some dual nationals may be ineligible) and an Enhanced Security Check (eSC)/Developed Vetting (DV)] clearance. 

As the post holder will have access to very sensitive information, there are limitations on travelling to a small number of countries and we will undertake additional security checks as part of the recruitment process.  Applications from candidates with close connections to certain countries may take considerably longer to process, or in some cases result in a withdrawal of an offer of employment.
