Job Title: Head of Learning Catalogue

Salary: The starting salary is £80,260, which includes allowances totalling £2,928.

The salary is broken down as £77,332 basic salary, which will increase annually until you reach the top of the scale £89,320. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Location: Role will include New Scotland Yard, Hendon, and Marlowe House- Other Education Locations as required

 

An exciting opportunity has arisen to join our dynamic Learning Solutions Team within Learning and Development team as the Head of Learning Catalogue. This exciting opportunity will allow you to lead the strategic development, curation, and promotion of our comprehensive learning resources.  This critical role will oversee the entire lifecycle of our learning catalogue, ensuring it aligns with organisational objectives, addresses skill gaps, and fosters a culture of continuous learning. The ideal candidate will possess a deep understanding of adult learning principles, a passion for innovative learning solutions, and a proven track record of building and managing successful learning catalogues. You will lead a team of talented professionals, collaborate with key stakeholders across the business, and champion the use of our learning resources to drive individual and organisational growth.

Job Purpose:

A New Met for London made the commitment to transform Leadership and Learning within the Met and to set our people up to succeed by having access to the right development at the right time. The Head of Learning Catalogue will work closely with our most senior police officers and directors who form the Met Executive to deliver this ambition, developing and improving existing and new training, anchored to the Met’s values and principles and focused on delivering More Trust, Less Crime and High Standards.

Working in the Met’s Learning Solutions team, this role holder is responsible for leading on the learning catalogue that is offered to staff and officers across the organisation. This includes overseeing the design and development of new learning interventions as well as ensuring the compliance, quality and effectiveness of all interventions in the catalogue on an ongoing basis.

The role holder will provide leadership on the ways that learning & development opportunities can be best designed, delivered and evaluated across the organisation, as well as ensuring that relevant programmes comply with College of Policing curriculums.  This includes overseeing the relevant approval processes through ongoing collaboration with the relevant chief officer or equivalent leads for the subject area in question.

Working as part of the Learning Solutions SLT, this role holder will work closely with the Head of Business Engagement to ensure learning requirements that are captured from the business are appropriately prioritised and maintained so that high quality interventions are offered to the business.

Key Result Areas:

  • Leading on the Met’s learning offer to the organisation to ensure that all learning that is being invested in is appropriate and prioritised according to the organisational strategy and business group needs and maintained to a good standard of quality for the learner and compliance with any required regulations and curriculums. This includes ensuring mandatory learning requirements are set out and maintained for all 45,000 officers and staff
  • Responsible for overseeing the Met’s Managed Service Framework to ensure that the externally supplied learning offer is meeting business need and that investment from across the organisation aligns with organisational priorities and outcomes.
  • In partnership with Learning Solutions SLT, engage in prioritisation of changes to the learning catalogue so that new offers can be appropriately resourced whilst existing offers effectively maintained through ongoing data collection, compliance reviews and continuous improvement. This may involve holding executive level governance meetings to ensure organisational agreement to prioritisation decisions that need to be made
  • Lead on the development of new face to face and/or technology enabled learning offers, commissioned through business engagement, to ensure that all products developed are high quality, meet organisational need, comply with CoP regulations and curriculums (where required) and are tailored to the requirements of our operational and non-operational learners
  • Ensure the development, maintenance, quality and compliance of the learning catalogue is discharged effectively through governance structures and processes, including through strategic briefing, together with translating Met requirements into deliverable learning outcomes
  • Leading a team of police officers & police staff within the Catalogue team on a day-to-day basis
  • Oversee the planning and evaluation of multiple learning projects simultaneously, ensuring content is delivered on time and within budget.
  • Owning and leading on the implementation of Met learning programmes, working in close collaboration with the MPS Executive, Heads of Profession and relevant internal and community stakeholder groups.
  • Gathering and sharing intelligence on effective learning practices and identify where improvements need to be made, so that programmes are continually improved. Challenging senior leaders to implement a learning culture and modernise the organisation’s working practices and not merely to accept the established status quo.
  • Maintaining an external focus to identify external trends (e.g. in emerging learning technologies) and anticipate potential impacts on the MPS. Using benchmarking with a view to be identifying sector wide best practice, identifying suitable external partners with which to collaborate to drive improved educational and learning within the MPS.

Scope for Impact & Dimensions

  • Control and approve spend from the organisation against a £20m Managed Service Framework
  • Determine the Met’s learning catalogue which defines the mandatory and optional learning opportunities prioritised for development and offered to 45,000 officers and staff
  • Represent the MPS in external learning forums, sharing good practice and building the Met’s learning brand nationally
  • Manage three direct reports and a wider team of c.30 officers and staff
  • Shift the culture of 45,000 MPS staff and officers, by defining learning priorities and requirement for each role

Location and working hours:

Shifts are Monday-Friday, but there needs to be flexibility to meet the criteria of the role as and when required. The role will be blended working across London.

In line with the Hybrid working policy, this is a support role. We are open to Flexible working and Project balance applicants.
