NABIS Finance Support Manager

The role holder will be required to co-ordinate the service delivery of NABIS support functions namely Finance, Business Administration and Estates, ensuring they are balanced and in alignment with the overall aims, objectives and needs of NABIS.

The role holder will work with WMP Finance to establish and administer appropriate warranties, contracts and procurement. Working closely with the HR Adviser  the role will ensure that the NABIS establishment is accurate . 

Key Responsibilities

  • Deliver an effective Business Administration Function for NABIS
  • Be responsible for the monitoring of existing and proposed spend within NABIS on a regular and timely basis.
  • Provide daily tactical and operational financial advice and support, to include financial and non-financial monitoring and reporting of staffing contributions.
  • Act as the focal point for all internal and external financial audit issues.
  • Maintain effective communication with the Finance Departments in all contributing forces, and with WMP and GMP accountants, shared services and workforce planning to ensure that financial and workforce information is recorded and controlled in an efficient manner.
  • Ensure that immediate and longer term financial implications are fully considered and provide regular updates to the Head of NABIS
  • Complete accurate and timely financial returns to external funding providers
  • Identifying opportunities to enhance NABIS core capabilities and identify areas where further financial savings can be exploited.
  • Identifying additional funding stream opportunities.
  • Supporting the Head of NABIS to ensure that NABIS budgets are set appropriately and that spend is maintained in line with these budgets.
  • Analysis of financial results and forecasts ensuring value for money.
  • Collation of financial management information and budget monitoring reports for the Senior Leadership Team and NABIS Governance Board.
  • Contributing financial information to support ad hoc reporting to the force Executive Teams and the Police and Crime Commissioners.
  • Co-ordination of business as usual activities, such as collaborative working and co-location with new partners.
  • To support project business cases by providing the detailed costings as and when required. 
  • Responsible for negotiating, establishing and administering appropriate warranties, contracts and procurement.
  • To carry out such other duties which are consistent with the nature, responsibilities and grading of the post.

Knowledge and Skills

Essential

  • Have a proven track record of relevant work experience demonstrating broad knowledge and experience of compiling and analysing financial data.
  • Evidence of successfully contributing to management reports, policy documents and working papers including recommendations and implementation of documents.
  • Experience of leading a team in a busy environment with competing demands
  • A strong communicator with presentation, negotiation and influencing skills.
  • Relevant financial qualification such as AAT or similar

Desirable

  • Evidence of managing within a Public Sector environment.
  • Experience of establishing and monitoring warranties, contracts and procurement

Vetting:  Successful applicants will be required to pass Management Vetting and Security Clearance scrutiny prior to commencing their role, this will include a full background and financial disclosure as part of the vetting process.

Hours:  Monday-Friday within core hours - 36.5hrs
