This is an exciting opportunity to join the Euro 28 national policing team, planning and overseeing operational delivery for tournament policing plans at EURO 28 across the UK & Ireland.
For the role of National Police Planning Supervisor, you will have extensive experience and knowledge of planning the policing operations for large events and/or crime operations (for example Public Order, Football, Sporting events, Crime or CT Operations). Football policing experience is desirable but not essential.
Some travel across the UK and Ireland (and potentially internationally) will be required to support in person meetings, planning and coordination at all host venues & cities. The role will be predominantly working from home, except during the tournament itself where you may need to be based in a hotel.
EURO 2028 is the Men’s UEFA European football championships that will be hosted across the UK and Ireland in 2028 and is the biggest sporting event ever jointly hosted across the UK and Ireland. It is anticipated that c.3 million tournament tickets will be sold, many to fans from across Europe; hundreds of thousands more will travel to the UK&I without tickets to sample the atmosphere in city centres and fan zones; 2 billion people will view matches through television or online streaming.
The 51 matches will take place over four weeks in June/July 2028 and will be hosted in the cities of London (two stadiums), Birmingham, Liverpool, Manchester, Newcastle, Cardiff, Glasgow and Dublin.
The complexity and scale in policing the tournament is huge and the skill of UK and Irish policing will be tested to the maximum and be highly visible on the world stage. The scale of the work over the next four years is such that a newly created dedicated policing team is required to plan for the tournament.
Duties and Responsibilities:
The role holder will support the Assistant Head of Tournament Policing in planning and overseeing operational delivery for policing and law enforcement plans at EURO 2028 across the UK and Ireland, providing reports across all areas of focus to the Euro 28 Assistant Head of Police Planning.
- Work closely with host police forces to ensure an aligned local approach to policing in line with roles & responsibilities
- Supervise planning support across a range of police functions which could include areas such as stadium policing, Airwave, CBRN, mutual aid, organised crime and many other areas. Providing direction and objectives to staff in order to ensure all areas of focus progress to a high standard. This supervision includes at least one planning officer.
- Provide support on safety and security operations across the wider tournament partnership (including with the special purpose vehicle, UK and Ireland 2028 Ltd, which will be responsible for coordinating the delivery of the tournament), and with operational partners across the UK and Ireland whilst recognising operational independence of different agencies and nations.
- Identifying challenges to delivery across agencies and with key partners (including police forces, law enforcement agencies, governments, host cities and other bodies) and look to problem-solve through engagement and innovation.
- Support agencies and host forces in managing their budgets for the tournament. Financial literacy and experience of working within agreed budgets will be helpful as you support forces to deliver on budget. Examples of the types of work that may be carried out might include establishing the scope of the multi-million pound hotel requirements across host forces and then seeking a way of procuring those ensuring best value for the taxpayer.
- The supervisor will be expected to lead on several operational areas, one supervisor may for example lead on planning for Cyber Crime, Terrorism and Airports amongst other areas. They will work with NPCC leads in these areas to ascertain their requirements and support the NPCC lead on planning and delivery e.g. carrying out force consultations on behalf of the NPCC undefined, obtaining legal advice, engaging with wider stakeholders, preparing presentations and writing briefings.
Who we're looking for:
- Extensive experience and knowledge of planning policing events and operations (for example Public Order, Football, Sporting events, Crime Operations).
- Experience in working across a complex stakeholder landscape with effective communication, negotiation skills and diplomacy, managing relationships across varied disciplines and the confidence to speak up amongst senior stakeholders including government partners.
- Proven experience and confidence to deliver high quality reports, presentations and briefings to senior stakeholders and Senior Policing leadership.
- Ability to work under significant pressure, with tough deadlines and under very high profile scrutiny as we approach and go through the tournament.
- Ability to influence senior stakeholders and police forces to adopt certain policing positions.
- Articulate communicator (written and verbal) - the role holder will present UK and Irish policing to forces across Europe and within the host governments.
- Flexibility in terms of work location and hours as we approach and go through the tournament.
- An ability to think laterally and problem-solve new challenges that may not have been encountered before in UK and Irish policing.
- Attention to detail to ensure accurate records are kept; our plans are detailed and accurate; and to scrutinise the close detail of police and partner agencies.
