Job Title: Commercial Analyst - Covert Policing

Salary: The starting salary is £38,926, which includes allowances totalling £2,928.

The salary is broken down as £35,998 basic salary, which will increase annually until you reach the top of the scale £38,523. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Background to the Role

The Metropolitan Police Service (MPS) Commercial Function are responsible for delivering end-to-end commercial lifecycle management and supporting the wider business in working with third parties.

The MPS spends about £800 million each year on a diverse range of goods and services, and we aim to procure them in the most cost effective and compliant way, while satisfying often urgent operational needs. We proactively manage thirty large complex and operationally critical outsourced service contracts, to ensure that we receive the quality services we are paying for and achieve value for money through the entire life of the contract.

Role Description

This role is an integral part of Commercial Services. In 2020, the MPS Commercial Function revised its operating model, establishing six Pillars which have overall accountability for activity covering the commercial life cycle, as well as relevant Business Partnering responsibilities across the wider business. This is an exciting and varied role, which will give you the change to support all aspects of the commercial life cycle within MPS.

The role will enable you to develop your skills, experience and knowledge of business, commercial and procurement principles, processes and practices. It will also provide training opportunities for your continued professional development. 

This role supports all aspects of Category, Sourcing and Contract Management within the Covert pillar, which has responsibility for supporting the MPS in specialist operational technology / services that directly support policing operations, providing commercial advice to the National Police Chiefs' Council (NPCC) and supporting the National Counter Drones Team.

Primarily, your activity and support will be to sourcing, procurement and contract management teams and staff, working across the life cycle to give strategic advice on major programmes and helping to define the 'needs' on BAU requirements, through the contracting process and onto commercial contract management.

You will contribute to delivering Commercial Excellence for the Met, providing a customer focused service, understanding the business need and stakeholder drivers, with the aim of becoming a trusted commercial advisor. You will also support development of relationships with MPS’s key and strategic suppliers, driving value for money and risk management excellence across the category.
You will provide essential commercial support to senior commercial staff within the Commercial team and the wider business, working on specific tasks within the Covert Policing category.

Key Responsibilities

What does the average day look like? Your core duties will include (but are not limited to):

  • Delivery and management of the category, including development of category pipelines and strategies for all relevant expenditure and ensuring compliance with all relevant contracts;
  • Support the end-to-end procurement process for a wide range of projects, delivering positive outcomes throughout all stages including market engagements, route-to-market assessments, and contract negotiations:
  • Ensuring effective Commercial Contract and Supplier Management within the category by undertaking contract management actions such as contract administration, monitoring supplier performance and managing supplier relationships
  • Providing Commercial support and guidance to a range of internal and external stakeholders.
  • Maintain high quality data on MPS Commercial systems to ensure compliance with the policies and informed decision-making
  • Enabling and developing the MPS analysing data from corporate commercial systems (on/off contract spend) to help identify and drive value for money, efficiency and best practice opportunities.
  • Providing administrative support to commercial colleagues on ad-hoc basis as part of the team supporting business as usual and project activities
  • Maintaining routine catalogues within commercial systems to ensure they are up to date, liaising with colleagues as necessary

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.
