Job Title: Internet Intelligence Investigation Supervisor

Salary: The starting salary is £45,073 which includes allowances totalling £2,841.

The salary is broken down as £42,232 basic salary, which will increase annually until you reach the top of the scale £50,385 Plus, a location allowance of £1,841 and a non-pensionable allowance of £1,000.

Location: Westminster - Blended working with 60% in Westminster, London SW1 and 40% Remote


Job Summary

We are looking for a Police Staff supervisor to lead our new internet Intelligence Investigation multi-disciplinary team of officers and police staff within the National Police Co-Ordination Centre (NPoCC). We are currently recruiting the team which will consist of both police officers and police Staff.

The team will gather and develop internet intelligence by researching data systems and providing information, intelligence products and reports utilising open and closed intelligence sources, in order to collaboratively support the analysts, researchers and police officers working under the Strategic Intelligence and Briefing Team (SIB).

The team will support the wider objectives of the SIB, which is the identification and assessment of risk, briefing and coordination of the flow of intelligence to identify and mitigate risk, harm and threat.

The team will also use open source intelligence to identify opportunities and support the ongoing work of the SIB, and be a subject matter expert in this area of work. The SIB provides intelligence and assessment for both police and law enforcement stakeholders and forms part of the National Police Coordination Centre’s folio.

The role holder will lead the team, ensuring they are effectively tasked, complying with relevant legislation and policy providing oversight/governance. The role holder will manage also lead integration of the iii team with the wider SIB portfolio sharing best practice/learning across the unit.

The role holder will also be involved in purchasing and reviewing potential software and hardware to support the needs of the team.

Key Tasks

The role-holder will:

  • Managing the teams internal tasking processes
  • Support any recruitment process for the Internet Intelligence Investigation team
  • Support the development and training of staff within the Internet Intelligence Investigation team
  • Working with key stakeholders to ensure that their needs are met.
  • Gather and develop internet intelligence by researching data systems and providing information, intelligence products and reports utilising open and closed intelligence sources.
  • Interrogate appropriate technical resources including national systems, open source and external databases: extracting effectively and efficiently to provide a high level of service to NPoCC SIB.
  • Undertake special investigative and speculative searches where required in support of SIB intelligence development.
  • Provide open source intelligence support to the SIB’s thematic pods in respect of national strategic protest themes and trends.
  • Promote internet intelligence within the SIB and support the delivery of training within this area of work.
  • Be proactive in identifying new methods of research, tools and software to enhance the open source capability of the SIB.
  • Act as a subject matter expert for advice and guidance to SIB staff on all matters relation to internet intelligence and open source research.
  • Ability to explain technical language relating to internet investigation to ensure the gathered material can be understood.
  • Ability to prepare complex evidential ‘internet intelligence’ products and present at court as required.

Additional information

Occasional national travel is expected.  Flexible working arrangements are welcomed at NPoCC, but there is an expectation because of some specific work you will own that you will regularly be able to work in London.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.
