Job Title: Counter Terrorism Security Advisor (CTSA)

Salary: The starting salary is £53,459, which includes allowances totalling £2,928.

The salary is broken down as £50,531 basic salary, which will increase annually until you reach the top of the scale £55,103 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Job Summary

Tasked and directed by the National Counter Terrorism Security Office (NaCTSO). Conduct CT protective security surveys and deliver CT awareness advice to Crowded Places (CP), Hazardous Sites and Substances (HSS) Critical National Infrastructure (CNI) to secure environments from terrorism and extremism. To provide personal security advice based upon a risk assessment. Surveys and advice will be holistic, proportionate and prioritised, addressing physical, personnel and cyber protection. Complete other tasks, consistent with the role, as required by the CTSA Supervisor.

Key Tasks

The post holder will be required to undertake the following:

  • Complete CT surveys to national standards and influence implementation of the recommendations made. These may be at CP, HSS or other sites in order to comply with national or regulatory standards.
  • Provide appropriate and proportionate personal security advice for people at specific risk from terrorism through the provision of free advice to targeted individuals e.g. Members of Parliament.
  • Once occupationally competent, conduct peer reviews of surveys of CTSAs who are working to achieve their own Occupational Competence. (The successful completion of the Radiological and Pathogens and Toxins course is required prior to completing surveys or peer reviews for surveys of such locations).
  • If identified by the Protect and Prepare Lead and supported by NaCTSO, perform the role of NaCTSO Internal Quality Assurer (IQA) of survey submissions by CTSAs seeking Occupational Competence and CTSAs maintaining their Continuous Professional Development (CPD).
  • Undertake CT awareness delivery of national products developed and directed by NaCTSO. CTSA Supervisors may assign these tasks, in whole or part, in some Forces, to CT Awareness Advisers (CTAA).
  • Complete tasks that are consistent with the CTSA role, grade and funding, as required by legislative requirement, national tasking or regional CTSA Supervisor.
  • Prioritise tasks (National, Regional, Force), signposting where appropriate, to other relevant stakeholders and websites, with the support of the CTSA Supervisor.
  • Liaise with key stakeholders to maximise delivery. These may include representatives from industry, government and emergency services.
  • Represent the Force, Region or CTSA network, in relation to CTSA and CT Protective Security, at the request of the CTSA Supervisor.
  • Maintain competence as a CTSA, including compliance of national accreditation policy, maintaining a good working knowledge of role specific legislative procedures, national policy and tactical options to advise internal and external stakeholders.
  • Maintain knowledge of groups, attack methodologies and current affairs relating to terrorism and extremism.
  • Complete maintain and submit, accurate and timely records such as Management Information Returns (MIR) for CT performance, or records of CTSA activity at sites.
  • Seek efficiencies for self and colleagues.
  • Any additional responsibilities commensurate with the role and determined by National Coordinator Protect and Prepare.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.
