Are you interested in joining a team that is going to revolutionise how counter terrorism police operate in the UK?

Counter Terrorism Policing (CTP) is establishing a brand-new Data Science Unit, based in Manchester, which will play a key role in supporting the national effort to disrupt the terrorist threat and keep people safe.
The team are recruiting for a variety of roles, including the position of Delivery Manager.

This role represents an exciting opportunity for the successful candidate to get in on the ground floor and help shape a new department, which will deliver a range of pioneering services to the counter terrorism policing network and key partners, including:

• Delivering advanced data analytics support to operational teams, corporate leaders and partner agencies. This will regularly involve working alongside intelligence analysts and digital experts nationally.
• Working with operational partners, industry, and academia to produce dedicated products intended to address some of the most challenging problems in national security.
• Leading experimentation and prototyping for new digital and analytical tooling which will evolve CTP’s national technical capabilities and core ICT.
• Leading and representing CTP in policing, national security, cross-government, industry and academic partnerships on advanced data analytic capabilities and emerging technologies.

As Delivery Manager, the successful candidate would be expected to will agree the long-term technology direction for CTPHQ and be responsible for alignment of Data Science strategy within the business strategy.

They will be accountable for the development of IT architecture with supporting standards, guidelines, procedures and templates. They will also lead on the governance function to ensure that strategies, procedures and activities are delivered in accordance with the needs and governance structures of the organisation.

This role will include direct line management of Infrastructure Engineers, Solution Architects and Business Analysts. In addition to technical expertise, we are also looking for a proactive team player who has a real passion for innovation and developing best practice for the public sector.

- Significant experience of agreeing IT strategy within the context of multi supplier environment.

- Proven ability to work with and influence stakeholders of all levels, both business and technical, in order to achieve the strategic vision.

- Significant knowledge of product/service feasibility, proof of conception, evaluation and selection techniques.

- Demonstrates leadership ability, allocating resources, motivating and delegating tasks/responsibilities/ authorities to others towards their achievement.

This is a designated post under the Force Vetting Strategy and the post will therefore attract an enhanced level of vetting.

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) level before taking up the post.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post
