Job Title: CONNECT CDAC-Configuration Specialist

Salary: The starting salary is £46,040 inclusive of all allowances (including a £1,841 location allowance, £8,751 market allowance and a non-pensionable allowance of £1,000.)

The salary is broken down as £34,448 basic salary, which will increase annually until you reach the top of the scale £36,864 Plus, a location allowance of £1,841, Market Allowance of £8,751 and a non-pensionable allowance of £1,000.

Location: Bromley, Lewisham

The second phase of Connect is expected to launch in spring 2024, this will allow frontline officers to have faster access to better information and intelligence. Connect will help us to improve the quality of our data, reduce duplication and the need to enter data into systems multiple times.

The MPS will manage all CONNECT information, access, security, audit, system administration, support, training and development, risk, management of covert and overt data and system configuration through a single dedicated team; the CONNECT Data and Configuration Team (CDAC).

 The Configuration Specialist will:

  • Provide technical maintenance and development of the CONNECT product to ensure it is performant and meets operational policing requirements.
  • As a Configuration Specialist you will be responsible for supporting the System Configuration Managers (Band M) to design, build and maintain the CONNECT product (POLE Database) to meet operational policing requirements.
  • Request for data, configuration of question sets and risk assessments or using VBA/SQL or HTML to export and manage data, working collaboratively with Data Quality experts and the Data Office Data Engineers to ensure data within the product meets quality standards and can be used for corporate and operational reporting needs.

Job Purpose

The Configuration Specialist will work with the Configuration Manager and be responsible for the design, build and maintenance of the following areas of CONNECT configuration:

  • Action Plans (Change, Add, Expire values)
  • Bail Diary Configuration (Change template, create new templates/facilities)
  • Court Diary Configuration (Change template, provide periodic updates)
  • Custody facilities (Change template, create new templates/facilities)
  • CV List (Change, add, expire values)
  • Decision Trees (Change or create new complex and non-complex)
  • Unit Configuration (Create and amend workflow and functions)
  • Document Production (Change or create new DT/PV)
  • Storage Locations (Change or create new)
  • Auxiliary Data changes (Change values)
  • Design and maintain Security Roles
  • RADAR Pseudo development
  • Risk Assessment and Question Sets (Change and create new)
  • Data Export
  • Saved Search (Change or create new complex and non-complex saved searches)
  • Audit user activity to identify technical challenges and resolve.
  • Test, change and release all configuration.

In addition to the above, the Configuration Specialist will:

  • Report to the System Configuration Manager (Band M)
  • Responsible for providing briefings on CONNECT configuration constraints, process, risk, audit, approvals, rejections performance and issues.
  • Responsible for identifying new training requirements, identify modifications to supporting online CONNECT documentation and help files, both in writing and verbally where required.
  • Responsible for attending senior project meetings to provide briefings on configuration management both verbally and in writing.
  • Responsible for engaging with broader MPS technical support strands such as Digital Policing, NEC, DXC, Cap Gemini, and BT on technical issues and negotiate software and infrastructure solutions to maintain performance and contribute to the MPS CONNECT strategy.
  • Perform scheduled maintenance and support the release and deployment of new software and hardware.
  • Ensure relevant documentation is full and complete.
  • Manage the CONNECT database across 5 different environments from development to production. Ensuring environments are aligned where appropriate.
  • Maintain a comprehensive record of configuration for each of the 5 environments.
  • Configure and maintain the CONNECT database and processes, including monitoring of system health in order to ensure high levels of performance, availability, and security.
  • Analyse and correct CONNECT configuration issues as they occur including end user support.
  • Share technical expertise of CONNECT functionality and configuration to aid design changes and resolve end user issues.
  • Providing technical mentoring and cross-training to CONNECT Programme staff and the wider MPS.
  • Manage end-to-end configuration updates, Including documentation of changes and submission of change requests, through to implementation.
  • Create/update local policy documentation in relation to CONNECT configuration.
  • Patch and new release installation and configuration
  • Utilise Bulk Data Load (BDL) functionality via Windows Servers
  • Maintain a record of all active and disabled CONNECT user accounts (Circa 45,000)
  • Build, test and assign bespoke security roles to reflect desired user functionality as required by the business.
  • Perform detailed audits of the system when required.
  • Build/maintain VBA/SQL user tools that enable end users to convert complex CSV files into a readable format.
  • Network with the CONNECT/ATHENA Force community in order to identify forthcoming changes and opportunities to enhance the software and the way the MPS interacts with it
  • Build and maintain relationships with external partners, such as, CPS / NEC / HMCTS
  • Identify opportunities for improvement through analysis of user behaviour and performance data.
  • Manage a record of data mappings between CONNECT and external systems, such as PND / HODH.-To ensure data can be processed across interfaces
  • Manage scheduled batch jobs that CONNECT can automate.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.
