Initial Education Coordinator

This role will form part of a new team in Professionalism, the Policing Education Qualifications Framework (PEQF) Centre for Initial Recruit Learning (CIRL), which will facilitate the relationship with academic partners, manage the operational delivery of student police officer learning, manage the contracts and finances, and ensure that student police officer learning evolves with the changing needs of the organisation. The Initial Education Coordinator will be key to managing the operational delivery of the student police officer learning programmes and the commercial contract.

The post holder will be accountable for establishing and managing the CIRL’s business processes, activities and projects. Their role will require working across all three of the operational, educational and commercial arms of the CIRL and will involve coordination with internal business areas and external stakeholders. They will be responsible for implementing change management processes, embedding continuous improvement and overseeing the administration of governance procedures, including reporting to regulatory bodies to ensure the effective delivery of core programme and contract requirements.

Background to the Centre of Initial Recruit Learning

Working as part of the newly formed Centre for Initial Recruit Learning (CIRL), within the Met’s Professionalism Operational Command Unit, you will play a crucial role in ensuring that our police constable recruits receive the best possible training to prepare them for the unique challenges of policing London.

It is a particularly exciting time to join the CIRL team as we look to welcome the first intakes of recruits into the Met under the new Police Constable Degree Apprenticeship (PCDA) and Degree Holder Entry Programmes (DHEP) from September 2020. We are proud to be able to offer these new entry pathways, which form part of a national Police Education Qualification Framework (PEQF), to enable recruits to gain a degree level qualification (awarded through one of our London university partners) upon completion of their initial learning, in formal recognition of policing as a profession. These pathways will sit alongside our established Initial Police Learning and Development Programme (IPLDP) which has been updated to closely mirror PCDA.

The CIRL Team will ensure that across all pathways, student police officers are fully supported to develop the knowledge, skills and attitudes needed to deliver the best possible service to London working in partnership with the Met’s learning delivery partners and internal stakeholders. It will manage the operational delivery of high quality recruit learning against the required standards, ensure the learning model is kept up to date and that value for money is achieved.

Key Result Areas

• Manage and coordinate the CIRL’s project, business and administrative functions and be the first point of contact for business areas across the Met and external delivery partners.

• Establish business processes to ensure effective liaison and engagement with internal stakeholders such as Digital Policing (and associated partners), Workforce Planning, HR and Met Training to support the delivery of the student police officer learning programmes.

• Creation and maintenance of project and business change plans, considering the resource and budget requirements, risks, issues and dependencies.

• Support the development of a continuous improvement plan and ensure changes are embedded through change controls as required.

• Coordinate the design, implementation and evaluation of the Tutor Constable and learner surveys that underpin the performance framework to monitor the quality of the education provision.

• Proactive management of the CIRL’s governance responsibilities and requirements, overseeing and coordinating all organisational, administrative and reporting arrangements.

• Design, implement and allocate team resource to manage the processes, systems and procedures to support the effective delivery of core programme requirements such as evaluation data analysis, research project coordination and end point assessment logistics for Police Constable Degree Apprenticeship student police officers.

• Manage information data flows between the CIRL and our delivery partners/suppliers and internally within the Met.

Role Criteria

Knowledge:

• Working knowledge of best practice project and change management approaches, templates and methodologies.

• Knowledge of education and business process management and education programme governance requirements.

• Knowledge of evaluation and continuous improvement methods and methodology. An understanding of the regulatory requirements of educational bodies.

• Desirable - Recognised qualifications / accreditation in project management and business change (for example MSP or APM).

Skills:

• Excellent stakeholder management skills, able to build positive relationships with the business, HEIs (Higher Education Institutes) and other organisations such as the (College of Policing [CoP], Quality Assurance Agency [QAA], Institute of Apprenticeships [IoA], Education Skills Funding Agency [ESFA]).

• Strong management and coaching skills to maximise the effectiveness of the role’s 4 direct reports, whilst also ensuring they are on track to achieve their Continuous Professional Development (CPD) objectives.

• Ability to network and build relationships internally and externally. Ability to identify business change dependencies / synergies across other Met change programmes.

• Robust organisational skills to manage a diverse and demanding workload whilst maintaining an eye for detail.

• Ability to prioritise workload effectively with a flexible approach.

• Proficient IT skills, primarily MS Excel, PowerPoint, Word.

• Excellent communication skills both oral and written, including influencing and negotiation skills.

• Excellent project management skills.

• Able to take a creative approach to situations and problem solving.

Experience:

• A strong background in education administration or project and business management and implementing change in an organisation effectively, to agreed timescales and budget.

• Experience of resolving and escalating risks, issues and conflicts as necessary within a change programme.

• Experience in the establishment and administration of governance processes, ideally in an educational setting.

• Experience of programme evaluation, analysing data to identify trends and making recommendations.

Communications and Working Relationships

The post holder must have excellent communication skills and have ability to build and maintain good working relationships with the following groups:

Internal to the Met

• Reports to the Initial Education Manager but will also work closely with the Commercial Contract Manager and L&D (Learning & Development) Superintendent.

• Regular face-to-face contact with direct reports (Initial Education Support x4) to manage their delivery through regular tasking whilst also providing an escalation route for blockers.

• Regular interactions and liaison with the Initial Education Course Leads and University Inspector as well as other CIRL staff.

• Liaison with internal stakeholders such as Digital Policing, Workforce Planning, HR, Met L&D.

External to the Met

• Liaise with counterparts from the delivery partner’s organisation to agree continuous improvements, change management mechanisms and facilitate information data flows.

• Create and maintain external networks across the regulatory bodies involved in PEQF (CoP, QAA, IoA, ESFA).
