The South West Beat: More than Radio Programme (formally ESMCP, the Emergency Services Mobile Communications Programme) will deliver a new safe and secure national Emergency Services Network (ESN) for the South West, which will replace the current national Airwave network and is designed to evolve with the needs of policing.  Using 4G LTE technology the new Emergency Services Network will be the first of its kind globally and will create a digital environment, for the benefit of all emergency services.

Within the South West the five South West Police and Crime Commissioners have mandated that this programme be delivered through a single regional programme, so as to realise long term benefits for the region.  The Beat: More Than Radio Programme has responsibility of transitioning over 16,000 police users to a safe and effective Emergency Service Network and the Project Officer role offers an exciting opportunity to be part of this innovative national and regional agenda.  The programme is currently in the mobilisation phase, and transition to the new Emergency Service Network is expected to commence in 2021. 

You must have previous experience of project and organisational development work in a business or public service environment.  The successful candidate will also have experience of collating, processing and analysing both quantitative and qualitative data, plus experience of conducting research and options appraisals and presenting findings through professional reports.   The post holder should be qualified to a degree level or equivalent educational/work standard and have previous experience of research work.  Good communication skills are essential, and a working knowledge of project management methodology is desirable. 

Location of work will be either Middlemoor (Devon and Cornwall Police HQ) or Portishead (Avon and Somerset Police).  It should be noted that travel will be required, so successful candidates must be able and willing to travel across the South West area.
