Business Lead–Common Data Platform for Scotland
Key responsibilities of the role include -
To be responsible for the successful development of an initial and full business case for the Common Data Platform for Scotland – a multi-agency data sharing environment to support the work of the Scottish Prevention Hub within the Edinburgh Futures Institute, University of Edinburgh.
This position will be the primary leadership role to engage and align multiple key stakeholders and organisations from across the Scottish public sector in the endeavour to create a central, integrated platform to share data to enable cross-sector analysis for policy development, academic research, operational response and predictive & prevention analytics to reduce harm and vulnerability within Scottish communities.
The postholder is expected to lead the stakeholder management across Scottish Government, Local Government, Health, Social Work, Education, and Justice sectors to champion the vision of the Common Data Platform, foster collaboration, capturing concerns, dependencies and requirements. They must also lead technical discussions around the platform considerations; understanding the legislative, technical and data and ethical challenges to sharing and ensuring the business case articulates and navigates the complexities to ultimately propose a valid option that has the support of stakeholders.
The Scottish Prevention Hub represents a pioneering and transformative programme aimed at creating a more preventative and collaborative public sector in Scotland. By fostering system-wide partnerships, leveraging data insights, and building capacity for collaborative working. The Hub seeks to to significantly improve the health, well-being, and life chances of people across Scotland.
The Scottish Prevention Hub (The Hub) is a collaborative initiative between Public Health Scotland (PHS), Police Scotland (PS), and the Edinburgh Futures Institute (EFI) at the University of Edinburgh. Launched in August 2023, the Hub aims to revolutionise the approach to public sector reform in Scotland, through the lens of primary prevention for children and young people via its 6 “systems change” workstreams.
Place-Based Insights: Mobilising, advising and supporting multi-agency teams around prevention-led approaches
Data Collaboration: Leading the development of a business case for a Common Data Platform Scotland (CDPS), to support operational working, prevention including predictive analytics, and research.
Research and Evidence: Support and co-ordinate cross-disciplinary research linked to prevention
Collaborative Leadership: Advocating, designing and delivering Collaborative Leadership programmes
Learning and Evaluation: Advocating, designing and delivering embedded learning and evaluation into whole system change initiatives
Sustainable Structures: Establish a blueprint and share learning for successful cross-sector collaboration, addressing practical challenges and organisational priorities.
The work location is flexible, however there will be an expectation to be within the Edinburgh Futures Institute one day per week.
This role will be Monday to Friday - 09:00 - 17:00
