Job description

You will manage one or more College and/or client-sponsored programmes from definition through to delivery of the new capability and realisation of benefits, providing a programme management service to Senior Responsible Owners (SROs) to ensure effective control, completion and realisation of programmes within agreed timescales, resources and budgets.

Initially, you will work on the Centre for Police Productivity, which is a strategic priority for the College.

The government will establish a Centre for Police Productivity to support police forces' use of data and deliver this technology, maximising productivity and the use of AI. To deliver this the Centre will need to cover:

          Person specification


          • Lead and manage College and/or client-sponsored programmes, develop and achieve agreement to Programme Definition Documents and maintain progress against plans and formal change controls to ensure that new capability is delivered within agreed timescales and benefits are realised.
          • Continually manage and monitor programme and project progress and provide timely and appropriate reports to Portfolio and Programme Boards to ensure appropriate governance of commissioned programmes and ensure compliance with College policies, standards and programme delivery processes.
          • Identify, manage and resolve problems, risks and issues which may affect successful delivery of programmes, ensuring business continuity plans are in place and raising significant issues through governance processes for key project decisions.

          About you

          To be successful in the role you will be able to display the following skills and experience:

          • Managing Successful Programmes (MSP) - Practitioner qualification or commitment to obtain within 6 months of appointment.
          • Recent and relevant experience in programme management with proven track record of successful delivery of programmes to users or clients as measured in time, cost and quality benefits.
          • Excellent negotiating and networking skills, able to form beneficial working relationships internally and externally.
          • Subject matter expertise relative to professional community such as: Policing Standards, Policy, Practice; Implementation, Compliance and Improvement.
          • Skilled at leading high performing teams, working collaboratively and flexibly across a matrix environment
          • Awareness of budgets and development of financial proposals
          • Experience of resource management and performance management
          • Experience of successful project and service delivery within PRINCE2, Waterfall and Agile environments
          • Experience of applying and maintaining effective programme tracking systems at strategic and delivery level
